Business plan hard-caps at 300 users. Any organisation with 301+ M365 Copilot seats must use Enterprise. No workaround exists.

Finance, healthcare, legal, and government organisations often require extended audit log retention (90-day logs are insufficient for many compliance frameworks), DLP policies on AI outputs, and advanced data governance. Enterprise is the only tier that delivers this.

Already on M365 E3/E5

If your organisation is already on M365 E3 or E5 for email and security, you're already paying the base licence cost. Adding Copilot Enterprise ($30/user) on top is a more natural fit than mixing E3 with a Business Copilot plan (which isn't possible).

Only Enterprise allows fine-tuning Copilot on organisation-specific content, training it to understand proprietary terminology, internal processes, and industry jargon. Significant value for organisations with large internal knowledge bases.

The Honest Recommendation

For most SMBs under 300 users: Business plan is sufficient. The Enterprise features (extended audit logs, advanced DLP, priority support) are genuinely important for compliance-heavy industries, but most small and mid-sized businesses don't need them for day-to-day Copilot usage.

For enterprise organisations: If you're already on M365 E3/E5, or you're in a regulated industry, or you have more than 300 users, Enterprise is the natural choice. The $9–12/user premium is justified by the compliance and governance features — and you typically don't have a choice if you're above 300 seats.
